Monument is the perfect place for snowmobiling , that ’ s because it is – and that ’ s not by chance . According to Peggy Spieger of the OSSA , snowmobilers were invited to be a part of the planning process when the national monument was proposed in the late 1980s .
“ Dr . Stuart Garrett of the Oregon Native Plant Society , who was interested in preserving the flora in this unique area , was the impetus ,” she explained . “ He invited Charles Kuralt of CBS News to visit for one of his ‘ On the Road ’ segments – and he came , which really got everyone ’ s attention . Stuart invited me to be part of the initial advisory council in order to include the snowmobile community in the process . As a result , snowmobile access was specifically included in the enabling legislation ,

“ It was a shining example of how recreational and environmental advocates could and should work together toward a common goal , which unfortunately hasn ’ t happened much in the decades since ,” Spieger said .
