working in the energy industry. Frank asked if WE could bring some students to the conference. The Board approved and fundraising allowed six students to travel to and attend the conference- one is seeking her doctorate and the others are seniors. The trial run produced such beneficial results that WE said it is leaving the donation button on its website live so that it can accept contributions for future similar events.
Women in Energy is seeking a parttime administrator. Visit WE’ s website and go to the Blog and / or its Job Board for details. The group’ s mission is to connect and empower women working in the energy industry. OBITUARY: RICHARD B. GADA OF GUY’ S OIL
Richard B. Gada Sr., 83, of West Main Street, Niantic, Connecticut, died Sept. 10 at his home. Dick Gada started working at Guy’ s Oil, founded by his father Guy, and still operating in Niantic, when he was in his teens, although early photos show him there when he was 9 or 10. As an adult, he generally worked seven days a week. Even after he took over the business from his father, it was not unusual for him to be out delivering oil all weekend, taking wrecker calls in the middle of the night or servicing a customer’ s broken oil burner on Christmas rather than asking an employee to handle it. His children fondly remember going on service calls and learning about business and life while he was driving.
Remembered as a savvy businessman, he was said to have an uncanny knack for understanding the economy, when to invest and when to divest. This included discontinuing the Guy’ s Oil candy counter, much to the disappointment of neighborhood children( including his own). Guy’ s Oil has been a member of ICPA / CEMA for the past fifty years, and Gada served on the board of directors for the past thirty years. He is predeceased by Donna Lee( Lewis) Gada, his wife of close to 48 years. He leaves behind two daughters, a son, their spouses, and grandchildren.

PENNSYLVANIA LAWMAKERS SPONSOR BIPARTISAN PROPOSAL FOR CFS
( Note: This news item is reprinted from the Sept. 22, 2025, issue of the PPA Express Update. It has been edited for clarity and length.)
A bipartisan co-sponsorship memo was filed in the Pennsylvania House to propose Clean Fuel Standard( CFS) legislation, reports PPA Express Update, the newsletter of the Pennsylvania Petroleum Association. The legislative proposal covers both the transportation sector and the heating sector. The prime co-sponsors are Rep. Paul Takac( D-Centre) and Rep. Natalie Mihalek( R-Allegheny).
The memo describes the legislation as establishing a policy framework by which the carbon intensity of transportation and heating emissions would be required to decrease incrementally over time. The sponsors tout this approach as being more efficient and significantly less costly than the push in recent years for total electrification to meet decarbonization goals.
The bill would require producers of all energy sources importing their products into the state to reduce their carbon intensity by 15 % over a 10-year period. Producers would generate credits, which would be traded on a private trading platform overseen by a board made up primarily of industry representatives under the jurisdiction of the law.
A similar co-sponsorship memo was released by Senate Republicans in 2023. Since that point, the PPA has been engaged in a working group to provide feedback on a Pennsylvania-specific fuel standard along with renewable natural gas producers, major oil companies, the state farmers association, landfill interests, truck manufacturers, and individual corporations pursuing sustainability goals. l FON
