� NEFI APPOINTS COLLURA AS PRESIDENT , CEO
The National Energy & Fuels Institute ( NEFI ) and the NEFI Education Foundation announced that Jim Collura has been appointed to the position of President & Chief Executive Officer . The appointment went into effect on November 1 , 2024 , and follows a comprehensive executive search .
Collura has led NEFI ’ s public policy , government affairs , and communications programs since 2005 . Most recently , he served as the organization ’ s Acting President & CEO , ensuring continuance of its advocacy efforts while also providing stable leadership during a period

of transition . Prior to joining NEFI , he worked on Capitol Hill for a U . S . Senator from New Hampshire and , later , a national faith-based organization .
“ Jim ’ s deep understanding of our industry , gained through nearly two decades of service to NEFI and its members , made him the clear choice to lead our organization ,” said NEFI Board Chair Ted Noonan . “ His proven track record in advocacy and association leadership , combined with his intimate knowledge of our members ’ needs , positions NEFI for continued success in advancing our industry ’ s interests .”

� INDUSTRY CALLS FOR CONGRESS TO EXTEND FUEL TAX CREDITS
“ Critical federal tax incentives that support our industry ’ s transition to renewable and alternative fuels are set to expire on December 31 , 2024 ,” the National Energy & Fuels Institute reported in the Nov . 5 issue of its newsletter , NEFI Energy Online News . The tax incentives include a onedollar-per-gallon biodiesel and renewable diesel blender tax credit ( BTC ) and an alternative fuel mixture credit for use of propane as a transportation fuel , the newsletter reported .
Earlier this year , NEFI led a coalition of heating fuel associations in writing to Congress to request an extension of the incentives . “ We emphasized how these credits support our ongoing transition to renewable liquid heating fuels and broader regional efforts to reduce greenhouse gas emissions ,” the Institute said .
The April 10 , 2024 , letter reads in part : “ Several Northeast states now require by law or regulation the use of blends of biofuel , including biodiesel and renewable diesel , in home heating oil . For example , the blending requirements in Connecticut , New York , and Rhode Island are to increase to as much as 50 % by 2030 . Other states in the region are developing or have pledged to pursue similar policies . These state efforts rely on robust implementation of the renewable fuels standard ( RFS ), tax incentives , and other federal policies to ensure sufficient renewable fuel supply and affordability .”
