The New York Propane Gas Association ( nypropane . com ) announced recently that the state now has a propane tank “ container law ” on the books , Shane Sweet reports in this issue , adding , “ For those who have not followed this process , NYPGA has been pursuing the passage of a container law for the better part of 10 years .” The law applies only to propane residential customers . Regulation proposed by the EPA , designed to further reduce truck emissions , is drawing attention from the trucking and fuel industries . American Trucking Associations President and CEO Chris Spear responded to the U . S . Environmental Protection Agency ’ s proposed Phase 3 Greenhouse Gas Emissions Standards for Heavy-Duty Engines and Vehicles rule .
“ While these standards are directed at manufacturers , it is fleets – the customers and endusers of this equipment – who will ultimately determine their level of success ,” Spear said in a statement . The Phase 3 standards must take into account the complex challenges and operating conditions facing motor carriers , he said .
Testifying before the Senate Environment and Public Works Committee ’ s Clean Air , Climate and Nuclear Safety Subcommittee on April 18 , Andrew Boyle , co-president of Massachusettsbased Boyle Transportation and first vice chairman of the American Trucking Associations , said the trucking industry was committed to further reducing emissions , but that regulations must be technically achievable , national in scope , and set on a realistic timeline .
